Final pager
This posting is the same as 20180824_bkfinal_04 but switches the relative hits map to a nominal Chile observing pattern (04b) and the BICEP3 2017 actual observed region (04c) - see here. We also introduce an amplitude modulated Gaussian sky model as described here.

Note: Remember that bandpower is a variance. Hence bandpower error bar is the std of a variance. This means noise and sample fluctuation components straight add, no quadrature — i.e. the difference between blue and red is the signal fluctatution component.
